Our comprehensive buildings maintenance service offers you access to a team of experienced building professionals. They can provide advice and support to ensure you meet your legal obligations in maintaining your school’s buildings.

We will work with you to ensure you make the best use of your budget. You will also have access to our list of approved suppliers and contractors, so you can be sure you are getting the best quality work at the best price.

Service Details

Our experienced multidisciplinary team have expertise in a wide range of areas including:

building defects
complying with legal and health and safety obligations
mechanical and electrical engineering
legionella control and prevention
asbestos and asset management
condition surveys
maintenance strategies
fire risk assessments
insurance works
dealing with property emergencies.

Your school will benefit from three key areas of support.

Technical help desk

The technical help desk will provide you with access to:

a comprehensive building, mechanical and electrical advisory service via a dedicated helpline and email service
an out-of-hours service providing immediate assistance and guidance in a building emergency or following a major incident
guidance on good practice and maintenance standards on all property related matters
help with resolving disputes about maintenance issues to avoid complicated, protracted and expensive disputes
advice on what servicing should be carried out and ongoing support to ensure you are aware and comply with your legal responsibilities

Property officer

Your school will be assigned a property officer who will be your main point of contact and will get to know your school’s particular needs. They will:

advise on maintaining your property and targeting your resources
ensure that maintenance carried out by the County Council is included in your planned maintenance programme
help you understand and meet any new legislative requirements, including advice on your condition survey information, to clarify issues and explain your repair responsibilities.

Quality checked and managed Contractors and Consultants

We will provide you with:

a list of approved maintenance contractors vetted and continually assessed for quality, financial stability and appropriate insurance cover
access to approved consultants if you are funding your own school project
access to a framework of contractors with a fixed schedule of services and rates for you to carry out your school’s servicing needs, to meet your legal obligations. For the main mechanical and electrical servicing contracts we will offer you a choice of contractors. You can choose the one that gives you the level of service you need based on quality, price and historical performance.

All our contractors and consultants performance and service delivery is managed to ensure work is carried out in professional way. We will support you to resolve any disputes between you and the contractors.

Pricing

Level 1 – Statutory compliance

Basic service to ensure you meet you legal property maintenance obligations

Service includes:

unlimited access to technical help desk and telephone support from your property officer for property advice and emergencies
access to approved contractors and consultants
two scheduled property advice and compliance visits from your property officer or schools advisory officer
up to five hours on-site advice and support at your request from your property officer
telephone advice from the fire adviser to help you comply with fire regulations.

Medium primary/special school 1200 – 2000m²	£354 (last year £352)
Large primary/special school over 2000m²	£456 (last year £456)
All secondary schools/colleges	£588 (last year £582)

Property officer hourly rate

Where additional on-site support or project management is required in excess of the Level 1 service this will either be charged on an hourly basis at £54 per hour pay-as-you-use (PAYU) or at an agreed percentage for contractual works

Level 2 – Full support

For those schools that do not have on-site property personnel or where their particular site requirements are likely to require frequent or prolonged on-site advice and do not want the uncertainty of costs associated with the PAYU Level 1 support we are able to offer Level 2 full support.

Service includes:

all the services in the Level 1 Statutory compliance
unlimited site visits and on-site support at your request by the Property Team. The service provided and hence costs will be bespoke to meet your needs. If you wish to consider this option contact the Schools Maintenance Help Desk and we will visit you to discuss your requirements and produce a “Level 2 Full Support” service level agreement and costing for your consideration.

Additional services

Up to two hours telephone advice and on-site support from the fire advisor is included within the BMO1 service package. Where additional support is required the ESCC fire advisor will charge an hourly rate - £54
Reviewing your fire risk assessment - maximum of £500 (dependant on the complexity of the building). Contact us to discuss requirements and clarify costs.
Additional services such as technical and purchasing advice for capital funded projects are available on a percentage of the project value or on a pay-as-you-use (PAYU) basis. Costs will depend on the level of service you need. The Schools Maintenance Team are happy to discuss your individual requirements with you.
